A couple of questions about working in Spain

Hi everyone!
If I’m writing in the wrong topic, then tell me or move this topic, it’d be ok.
Well, the thing is… I’ve read a lot of information about this, but couldn’t find the exact what i need.
If I’m not EU citizen, but I’ve lived in Czech Republic for more then 5 years and have Permanent Residence of EU in Czech Republic, do i need apply the work permit or visa in Spain or not?
I’ve found information, that EU citizens are not needed to ask for work permit or visa, they just can come and find a job and then register in some organization about working. And that’s all. But what about EU residence people? I can’t find it…
Maybe you know some information or links to rights?

And the second minor question is that permanent residence in Spain can be issued in 5 years or living in Spain as well as in Czech Republic, but is issued for 5 years only and automatically renew in every 5 years, right? And before that you live in Spain with temporary residence. And after 10 years of living in Spain you can ask for citizenship. Right? Or something wrong?

I’m sorry, only work permit or something else?
Can u support this with some official information?
Because, referring to directive 2003/109/EC resident of Eu has the same rights as citizen.

“A third-country national who has been granted this legal states enjoys on the territory of another EU Member States ?equal treatment? as nationals of this or another EU Member States (e.g. access to labor market, education, services, but also security insurance etc.).”
