This is the only site I have found that maybe able to help.

I am writing on behalf of my father who currently living in Spain with his wife.
He lives just less than one hour, by car, north of Malaga Nr. Antequera.

I am concerned that his current circumstances may present a problem if an emergency arises.

His UK licence has expired and he didn’t think he could renew it in Spain as he was over 70yrs old.
Am I correct in understanding that he would require a medical certificate every two years.

QUESTION:
1: Can he get a driving licence for his age in Spain?
2: What does he need to do to achieve that? (As I have read many nightmare stories of Spanish bureaucracy).
3: Is it an offence, if you are driving with a UK licence if you do not have a medical certificate, if required, what is the penalty?

He is fit and healthy, needs glassed for reading and has no medical concerns as far as I am aware
that would prevent him from getting a licence.

An idea of costs would be useeful.

Many thanks.

If I understand the process correctly:
I apply through my address as though my dad was living at my address, sounds easy, even though his licence has already expired, is that legal?

Just a little confused on the next point; get a cert at a medical centre at my address or at his spanish address, as you mentioned both.
I would’ve thought that because he is over 70 there is an auotmatic requirement even in this country to get a medical cert and/or eye test.

Many thanks.

What Costa sat says is illegal but given your father has allowed his license to expire (others please note this is a very bad move)

than by law he has to take a Spanish test as you have to exchange before it expires.

So given that daunting prospect you will have to renew it for him to your address then let him exchange it for a Spanish one for which he will need the health cert to accompany the application.

I don’t think the health test for the DL is done atthe normal health centres see here:

Driving Health Check locations:

Centros de Reconocimiento de Conductores
