If you are not sure of your ‘rights’ - go to your local town where they should have a Consumer Office.
Take any bills with you. (Ask the site landlord for a copy - if he won’t give it - then smell a rat!).
I am just thinking how much we pay per kw… Very little? 7 cents? (don’t quote me!),.
I remember in the UK it was common for a landlord to charge what he wanted.. (esp if he had installed a coin meter - as he
can set it at what he likes). I am sure this is illegal however.
Do you have a written contract on the terms and conditions and the cost for x year on your last contract?
I am sure a 25% hike shounds too much.
For a house rental - a landlord has to apply to the town hall each year and get an official OK to put up the rent. this will usually be granted - but ONLY as much as the rate of inflation (i.e 6% or so).

ps - The elec prices did go up on Jan 1st this year - plus they started billing monthly instead of bi-monthly. But alternate months it is estimated - so we get a big bill every 2 months (not ideal. Plus they have not been to read the meter the past 2 months - so when they finally come we expect a whopper!). The local elec co (Sevilliana/Endesa) were also found to have overcharged during the switch over and were found out by the govt - and made to pay us back what they had over charged 😉
