You should go to the registro civil in your town and ask there. They have all the details.
Better still, is go to a gestoria specialised in doing that kind of application.
What I know from my personal experience - I’m British, and my wife is from New Zealand - she would have to be resident here for 10 years to qualify for Spanish nationality. As a British citizen I would also have to be resident here for 10 years to qualify. As the Philippines was once a Spanish colony there may well be different rules - as there are for many South American countries. I believe that if you are married to a Spaniard, you need just 12 months residency, or if you were born in Spain, but are not a national, there are special rules also (this is the case for a Canadian friend of mine).
