By ‘Fully Legal’ I take it you mean not used by the occassional opportunist-thief to fence dodgy goods ?
I am one of the people involved with the Car Boot Sale / Rastro in Salinas. The sale is run in conjunction with the local Ayuntimento, and we also have a Licence to run the said afformentioned sale.
We also interact on a regular basis with the local Guardia Civil whom supply us with a list of stolen products on a weekly basis to look out for, if we see something that we feel is out of place or maybe indeed stolen, we actually call the Guardia to come and take a look, so far the Guardia have taken away two people and indeed prosecuted them for selling or having stolen goods.
We also have local Police patroling the boot sale on a regular basis to also keep an eye out for anything that they consider to be un to ward. The local Bars have seen a 100% up turn in their business on a Sunday due to the Rastro and indeed the loacl council take a siezable return for their involvment as well.
So as you can see, we are indeed quiet aware and fully prepared to weed out any and all problems that may and have indeed occured since the rastro started nearly 2 years ago. Now days, all sellers whether English/ Spanish/ Dutch/ German or who where ever they are from know exactly how on what vain this sale is run on, which is totally legal or your off or nicked.
