As someone above said before - that Galicia has been at the fore front of changes.
Seems that sales person is slightly misleading people in that - the patient is not being charged, but their visitors!????

Talk of a way to make money out of people in a bad situation!
I for one would go on a demo/refuse to pay if they tried to charge me for sitting in a chair to hold the hand of a loved on.
(Bad enough having to pay OTT for parking!)
