There are plots let privately (is this what you mean? or do you wish to pay a larger sum upfront to have the rights of use for XXX years etc??)
BUT PLEASE BE CAREFUL…. The rules/regs on use of land are getting stricter by the week. If any money changes hands it has to be done legally through a lawyer and make sure you have a watertight (as far as possible*) contract.
*There are many rules on unbuilt land - and you need to make sure you have a good/reputable lawyer to check over all the details for you. You don’t want to get here, settle in, then find you are illegal on the land for X/Y & Z reason!
Sorry to be a bit pesamistic on this one, but sadly many people have been taken for a ride.
On a positive note - try the property websites here (lots if you google).
We were originally looking to buy a plot to live in caravan, but it was cheaper to buy a house in the end!!!!????
I am guessing if an owner cannot sell in this climate, that you might be able to do a deal on a lease for a fixed term (or with conditions that they give you 3 months notice to move on?)
Join some of the forums out there (look up on Facebook) - Coin, Monda etc have plots available.

PS - If you get stuck, there are private caravan parks that will rent you space whilst you are looking? (Sometimes better to do it insitu?)
