We are looking to build a property or renovate one for the moment this will be a holiday home, will we need any visas or are they only needed when we finally make the move?

Visas are not required for Spain at any time for a holder of an EU issued passport.
There is a whole load of bureaucratic nonsense to be dealt with but Visa applications is not a part of it.
