What do you think about this?

Perhaps try asking them for (genuine) references from other clients that they have set-up?

2999 is pretty expensive (edit) as I understand it. A friend of mine did it for 1600? all in, including work visa.

I am looking for small business (websites +webhosing..). I mean Sole Trader or Sole Proprietor (Empresario Individual or Aut?nomo) in Spain. Something small not great business which will ask big money and stuff.
