Bringing my dog from the US to the Canary Islands

I can’t seem to get a straight answer to this.  I am traveling with my dog to Las Palmas, flying from JFK to Madrid, changing planes and flying on to Las Palmas.  What happens when I get to Madrid?  Does my dog, who will be traveling in the hold, poor baby, have to be seen by a vet at the airport in Madrid.  Can I bring her through customs myself?  Or does she just get tranfered along with my luggage to the flight to Las Palmas and then we do the customs part once we arrive in Las Palmas. 
It is a very long time for her to go without having the opportunity to “do her business”....can she get out in Madrid?

I need some help!!!  thanks in advance.

need to look up EU law on importing Amainls in two the Union here and you frist port off call will be Madrid SPAIN
