Can any one give me the exact info on obtaining the New residents certificate from the Benidorm office.
i.e. forms required to fill in before or at the office, documents required etc.
I have read of people obtaining the forms in advance and also paying the ?6.75 in advance is that possible?
anyone out there who has recently obtained this certificate please can you help.

Best advice is take everything in case they have changed their mind about what they want!

You will definitely want:

Application Form EX-16 plus photocopy - available from www. http://extranjeros.mtas.es/  (click on Modelos Solicitudes)
NIE
Passport plus photocopy
Form 790 stamped by a bank as paid (see below)
Your old residencia card IF you had one and it has expired
Padron

Suggest you also take:
2 recent photographs
Escritura or rental contract
Utilities bills

Regarding payment that has to be made in a bank (note not all banks do this transaction but they are listed on the Form) a Form 790 which you cant get from the WWW but they give you one in the Benidorm foreigners office

Can anyone help me, I have a residencia certificate but I have heard that you can still apply for the card, the card is so much easier to carry with you than your passport for ID.

No you have heard wrong. The card is DEFINITELY not being issued any more. This was an EU decision not Spain.
