I’ve read that the purest and most refined Spanish in Latin America is spoken in Bogota, Colombia. Argentine Spanish is maybe the variant that differs most from the standard Spanish of the Real Academia, thanks to a big Italian influence and the unusual pronunciation of “s” and “ll”. Mexicans and Cubans at least speak slowly, so it’s easy to follow, although they use a lot of slang. Why not find some radio stations on-line and check it out for yourself?
MartCross is right. I am an Italian born in Argentina(another one!) , and there the accent is very different and has italian words. I do not know who has the best Spanish. I think it is Mexico, but you asked for South America only.
