Resident and Non - Resident ownership of Property in Spain

Please could anyone advise me on the laws/regs regarding ownership of a property in Spain.

I am officially resident, partner is not. 

We are looking to (jointly) purchase/own a property here.

I have heard that if the owner is non-resident then the IBI/other bills - basura, comm fees etc? is higher and you also have to pay a tax as if you were earning rental income - even if you don’t!
Would we be better to register the property in my name only? Or is it possible to have a resident and non-resident on the escritura etc… and not be landed for non-resident taxes on it?

Also… Can anyone remind me regarding the annual ‘Declaracion de la Renta’.  I have not filled one in for 5 years as basicaly I have been unemployed (and living on handouts from parents - UK based).  Is there a minimum threshold where one does not have to fill one in each year, or am I going to be in trouble when I file one next year if I become a property owner?!

PS - The value of the property we are looking at (well the sale price anyway!) is Euros 35,000. Not sure if this is important in the decision making on above.
