Just wanted some advice.

I am based in the UK and a good friend of mine is in Cuba. He wants to get a Spanish passport and he is a grandchild of a Spanish descent. He however cannot find the dates or relevant grandparent birth certificate. I am not entirely sure of how to go about this process but I understand that this scheme will be ending soon so I need some advice to get the wheels in motion.

1) If I have a name can I search public office records like we can in the UK?

2) Where do you retrieve a birth certificate in Spain and how do you get an original certified copy?

3) What is the process in Cuba in getting a Spanish passport?

Any advice would be greatly appreciated.
