Sorry if this is too late but I just saw your post. I’m not a local expert, but as an advertising creative from the UK I’ve shot commercials in Spain twice, in Madrid and Barcelona. In my experience there’s loads of film and tv activity in Spain, with a big native industry in relation to the size of the population. Also conditions with weather/light, variety of locations, relatively low costs and good crews make Spain very attractive for people like us from Northern Europe to shoot there. The cast and crew I worked with in Barcelona was very cosmopolitan, including nationals of at least six countries but all living permanently in Catalunya. (You could try Voodoo films in BCN for commercials.) Good luck.
