How difficult to get a work permit for non-EU?

I'm a non-EU people.Last year I got a scholarship to work in Spain in Malaga as an intern mobile app developer. The company that I worked with wanted to hire me as a full-time employee. They already requested the work permit for me last week. They said the result will come within 2 - 3 weeks.

I'm wondering how difficult to get the work permit? Does a chance of getting it depends on the city?
