If I purchased a Building Plot east of Malaga in Andalucia, whilst still living in England and the local Spanish Town Hall decided to urbanise the area were the plot is located, is it the same as in Valencia were I could receive large bills for any new roads and services etc, and also possibly loose part or all of the plot ( aprox 10000 mts2 ), Can anyone advise.
