Are Renovation Permits Required

Hello

We have recently purchased an apartment that really needs a lot of internal refurbishment. i.e new bathrooms, kitchen, etc. The only external works would be replacing marble terraces

As we don’t live in Spain it was far more advisable to employ a design person who could oversee the whole job..
We feel perfectly relaxed with the idea and the person involved..
However, he now tell us that ANY works requires a permit with would be a percentage of the total cost of renovations. OK if we have to have permits why should it be based on the total amount… Isn’t there any room for discretion here

Is this correct, that you actually have to have permission for EVERYTHING even down to decoration..

We have also owned a house for the last 22yr’s (from new) which is in the process of being sold. So over the years we have paid literally thousands of pound in rates etc, into thier coffers, only to find that there are corrupt employee filtering huge amounts into thier own pockets.

I really find this hard to swallow, that permission is also need to repair a property. In UK it is classed as general internal repairs which do not need any permission.

I would really value any input or suggestions you may have
