Switching permenant residency from Holland to Spain (Directive 2003/109/EC)

Has does anyone have any advice or information on using Directive 2003/109/EC (permanent residency) to switch your residency from one EU country to Spain?
I have heard that the Spanish government drags their heels a lot on this.
Would it be easier for me to apply using the Freelancer journalist work visa?

Talking with someone who has done this before would be most helpful.

Any help would be greatly appreciated.
