NIE Tarjeta?

I obtained my NIE in 2001 (it is simply an A4 document with an official stamp on it). I moved to Spain as my main place of residence in 2003 and registered as self-employed "autonomo" in July 2005. Recently I received a Requerimiento from the Hacienda asking me to show my NIE credentials at the local tax office. I duly took along my A4 NIE document and was abruptly dismissed ... it seems there is a tarjeta these days with photo ID that is obtainable after fingerprinting at a police station? Can anyone enlighten me as to the procedure to obtain the tarjeta please? Is this a second part of the process, after receiving the A4 document, which I have failed to complete, or is it a change in the process since I obtained what I thought was my NIE back in 2001? Looks like they want to see your Residence permit- you don?t say where you?re originally from. You obtain this at the local National Police station and have to complete application and provide additional documentation apart from your original NIE number. For EU citizens, it?s supposed to be being phased out but depending who and where you are, they?ll still want it. If you?ve registered as an autonomo with the Social Security, you should have also registered with the local Tax office so they can register you for VAT and IRPF payments.
