is it best to bring new or second hand
in each case what mods will i have to do to the bike
and is it best to get another person to do paperwork

you will need an ITV for the bike and to change the headlights. If you are interested I have a friend in Spain with a UK registered fazer 600 that has an ITV and its headlights changed. I think it is an 03 with very low mileage. If you are interested give me a PM
