Help please.

My neighbours moved in last July 2008, but have only just received their final settlement from their laywers.  To their suprise they have been charged 5,000 euros for vendor non-resident tax.  I have compared my final account, incidentally from the same laywer and find that we did not pay this charge.

Can anyone please explain what this is and why they have been charged it.
