Extremely need an advise about Law of Franco.(citizenship that was granted to children of Spanish immigrant)

Hello everyone! Can anyone help me in our case please, if you went through similar situation.
My boyfriend is a brazilian citizen who was granted spanish citizenship not long ago, under the Law of Franco(if i know it correctly) His grandfather was a spanish citizen who left the country under the dictatorship of Franco. A year of 2009 is a year when grandchildren of immigrants can get their citizenship in Spain as well, for which he applied. I am a Russian citizen myself, and we are getting married soon. I have called Spanish consulate here in Russia to see how we could move to Spain. They told me that even he has been granted a citizenship, he needs to move to Spain himself first, live there a little and then he can apply for my visa. My question is: Doesn’t this law have anything for families of new citizens? How would this law apply to me as a spouse of a citizen?
