Any Advice on Coordinating a Visa Application?

We have been waiting for 5 months for our non - lucrative Visa and could use some local advice.

The local Spanish Consulate (San Francisco - USA) has sent our application to Malaga, the Malaguenos have reviewed it and notified the SF Consulate that they need more info ( a postal code for our intended address!!), we provided the info through the local consulate…more than 2 weeks ago! We had a friend in Malaga contact the Subdelagacion yesterday and they haven’t received the requested info from our local Consulate ...AAARGHHH! (as Charlie Brown would say). The local Consulate is waiting on a response from the Subdelegacion in Malaga..the Subdelegacion is waiting on a response from the local Consulate…they appear to be waiting on each other with our application stuckk in the middle

Our local Consulate representative is a very nice young lady but is less than proactive in helping track down our application.

Any ideas / suggestions on how to most effectively work the Visa system to get the application moving again? Does the Spanish Goverment use e-mail to communicate?
