Pillion passenger on a scooter

Is there a minimum age requirement to take a pillion passenger on a scooter ?
My daughter is almost 16 and has had a scooter for 12 months.
Does anyone know if there is a minimum age or a minimum time holding a licence before the law allows this ?

I don`t know.I would assume 16 yrs is minimum.

But in my childrens school one of the parents takes two children on their moto, one at the back on the seat and the other stood in front of the handle bars.

But thats in a small country town in southern Spain, the Policia Local directing the traffic doesn`t say a word, but there probably related.

Not sure about taking a pillion passenger but I would think it would be the same as the age required to actually drive one . The minimum age for a moped licence (without a car licence) is now 16, and for above 50cc, 18.

I wished I`d filmed the guy with the kids.

Both children had helmets on, except the driver, he had no helmut.

I guess he assumed that if he braked hard the helmut behind his head would not hurt him too much, then again people in Malaga arn`t the sharpest people on the planet.
