child maintenance from Father in the UK

Help! I ran to Spain 7 years ago and took my 3 children, then aged 6,7 and 10. My ex husband sold our house and refused to let me have any money unless I signed a divorce. I signed but it had no mention of the maintenance. He put the proceeds of the sale of our house into an account with his mother (of the same surname) and said he would send money towards his children. He did until he remarried and never paid again. Maybe I should not have signed but all we had were the clothes we stood in and little money. He nor his family want anything to do with the children, which is sad but I really have struggled bringing up 3 alone. I have a small income and have tried to make him pay. The CSA say i?m not a UK resident, the spanish courts say they can enforce an old maintenance order…but I dotn have one. A solicitor here told me to use my parents address and try the CSA again, I told them I lived here but can I use my fathers address and was told no. There courts in Zaragoza where I live have no idea what to do. Basically after years of being cheated on and bullied, I?ve been left with 3 kids to raise and he starts again with no responsibilities. Surely there is a simple answer?
