Can a community increase the original percentage of community area and thus monthly fees for some owners?

We have an international community in the Valencia area. There are three stories with each apartment having one storey and the top floor having a roof terrace with a storeage room behind. Some of us have opened up the storage room (which is has a low and sloping ceiling height) and improved the interior, some with sitting room, some just storage and others with bedroom/living room and shower room. Others have not opened up at all. A few years ago it was discussed at the AGM that these owners should pay more on the community costs because they have more space than originally intended. It was decided against increasing the percentages for community costs, but it has been raised again this year. One of the owners suggests that these owners use more of the communal area, swimming pool etc, and should thus have to pay more. It this possible? Using this argument, one should be able to increase the percentage of communal costs by registering use of the common area?making residents pay more than foreigners since they visit the apartments more, etc.
Hope someone can contribute to this discussion as the meeting is in under two weeks.
