“Actualizar”/Update wedding certificate for applying for N.I.E.

I wonder if someone knows the answer to our predicament since we are not getting much help from the British Consulate or anyone else here:

I am a UK citizen by birth; my (American) wife and I have been living in Madrid since the start of 2009.  We married in July 2008.  To obtain an NIE certificate for her, we apparently need to ?update? (actualizar) our marriage certificate to within 3 months of applying for an NIE certificate.

We have been told by the Madrid-based British Consulate (with poor service) that this can be done only at the Legalisation Office in Milton Keynes.  As you can understand, since we are both here in Madrid, we would like to avoid an unnecessary trip to the UK, least of all Milton Keynes!

Does anyone know of a more efficient way of updating our certificate, hopefully here in Madrid/Spain?  There must be a better way for authenticating the certificate.  Much appreciate any help/ideas.

If you married in Madrid you can get this marriage certificate going to the Registro civil central or through the website of the Ministry of Justice. If you choose the internet option it will be sent by post to the address you provide.
