The regulations in Spain are very similar to those in the UK (sadly not always followed) if you comply with the regualtions in the Uk you will not go wrong and will probably be way ahead of those required in Spain.
You will find loads of help and info at the CAEB (Balearics Business Association) website http://www.caeb.es/ of course all in Spanish but you can google translate most of it. You will find all the laws concerning food businesses and updates.

Also download this handbook which is the EU guidelines for complying with good food practice. This is excellent and tells you all you need to know about setting up a food business from premises to training staff. (This is rather indepth and much will not apply to a small caf? but is intended for full scale food production however there is lots of good advice for anyone new to a food business)
