Can any one offer me any advice please,

we live in the Girona area on a permanent static mobile home site,

last year we had electric meters fitted, the kw rate was set at 0.18c, now it has gone to 0.30c, when i questioned the owner he said that we are on a 16amp supply and the charge is calculated thus….........when he receives the invoice from the electric company he adds 30% on top to cover the cost of maintenance and installation, the rate we are now paying appears to be in access to most sites, is it acceptable to make a profit on the supply of electric and is there a limit to the increases that can be levied, any help would be greatly appreciated.
