i am a student my owner refusing to give me el padron

Hello i am a second year student in barcelona and i have to apply for this years NIE as soon as possible i found a room in a flat but the owner refusing to give el padron becuse of his issues. since i have the NIE card from the last year and it is writing on my bank account is it possible to go the office with a paper i take from my bank writing i have an address here in spain or is there any other solution for that because i heard some stories that people takes NIE without bringing el padron at all-

temiz, look for another room, where you can get empadronado without problems. some people are not necessarily empadronados where they live, but this is will soon be illegal.

Temiz, I may/not be correct, but a starting point at least?
Do you have a written contract with your landlord? *With the address of the property on.
*you should really, for your own protection.
If yes, just take that with your other docs to the local town hall and you should
be able to get the Empadronmento at that address. 
(I have done this even though the landlady insisted on putting ‘other country of
residence’ on my rental contract.  Thankfully though, I had already registered at my
previous addres, so it was just a formality to change it on the new certificate).

Hi Temiz,

Different town halls have different requirements, it looks like in Barcelona they may let you register with any utility invoice under your name (Phone, gas, water, internet….)  I would suggest you to ask the town hall if that would be enough.
