Scouting trip/Plz help me w/ locations

Hello,

This is my first post to the forum.  Currently, my husband and I live in Mexico with our two children, 6 and 9.  My husband will go to Spain in a couple weeks to scout out a location for our family and I am seeking recommendations for areas for him to visit.

My husband’s sister currently lives in Ferrol, Galicia and we have considered it as a place to live, but we are worried about the weather.  The weather where we live is as close to perfect as it comes and we are a bit spoiled.

Here is our wish list for an area:

1.  Good public schools taught in the Spanish language.
2.  Business opportunities.  We are an architect and a contractor, but are also interested in a production, wholesale or export   business. 
3.  Walkability.  We would love to walk more and drive less for daily tasks.
4.  Small to medium population.  10,000 to 100,000.  10,000 being preferable.
5.  Culturally diverse and friendly.  We are a Mexican-American family.
6.  Beautiful
7.  Sunshine is good!

Perhaps Valencia?  The town of Benicasim looks interesting…  Any other suggestions on my tall order?
